§ 44-19. Purpose.

The county council finds it necessary and proper to exercise its power to grant franchises in the unincorporated areas of the county in order to provide for the orderly control of services and utilities affected with the public interest. The services and utilities to be franchised shall include water, sewer, and CATV utility systems.
