§ 38-155. Uniform naming system.

  • A uniform naming system is established for the county adhering to the following provisions:

    (1)

    The county council hereby authorizes the planning commission to name all presently unnamed roads in the unincorporated sections of the county. All unnamed streets will be named using the following procedure:

    a.

    A street name petition will be submitted for review. The street name committee of the planning commission will make a recommendation to the planning commission on each petition received.

    b.

    The proposed name will be temporarily posted along the road for seven days prior to the planning commission meeting. Public comments will be received during this time.

    c.

    The planning commission will vote on the proposed name if minimal adverse public comments are received. The name will be withdrawn for consideration until a later meeting if sufficient adverse public comments are received.

    (2)

    Owners of property bordering on an already named road may petition the county for a road name change. The following guidelines have been established for use in the county:

    a.

    A name change petition provided by the county must be used. The development department's E911 office will provide a petition listing the property owners along the concerned roadway. Only the petition provided by the E911 office will be considered in the name approval process.

    b.

    A road name change will be considered only if 75 percent of the property owners listed in the petition agree by their signature to the proposed new name. If two or more persons own the same tract of land, only one signature will be counted towards the majority. The petition must include the property owner's tax map number, address and phone number.

    c.

    A processing fee of $50.00 will be required to begin the procedure. Should the petition be approved, an additional charge of $25.00 per affected street sign will be assessed.

    d.

    The street name committee of the planning commission will review the property owners' petition and will make a recommendation of approval/disapproval to the planning commission. If the planning commission determines that a road name change is appropriate, the petition will be forwarded to county council for concurrent public hearing/single reading and final approval or disapproval of the street name change.

    e.

    Duplications of any existing names will not be allowed. Two or more words pronounced alike but different in meaning and spelling shall not be used.

    f.

    Street addresses will be released when the new name street signs have been installed.

    (3)

    The county council shall change street name duplications after recommendations by the planning commission. Such decision shall be based on the number of residents on the street, the length of time the street has used the name and other such criteria when deciding which street to rename.

    (4)

    Deletion of existing street names shall be approved or disapproved by county council with a concurrent public hearing/single reading after review and recommendation by the planning commission.

    (5)

    Administrative procedures are made a part of this article.
