§ 2-552. Specifications.

  • (a)

    Duties of the purchasing services manager. It shall be the primary responsibility of the requesting department head to furnish adequate specifications for the product or service being procured. Specifications should be adequately detailed, precise, clear but simply worded, and not unduly restrictive to permit competitive bidding and promote cost-effective procurement. The purchasing services manager may assist in the preparation and issuance of specifications for supplies, services, and construction required by the county. The purchasing services manager may return specifications to the requesting department for further information or if the specifications appear too restrictive for competitive bidding.

    (b)

    Exempted items. Specifications for supplies, services, or construction items exempted in subsection 2-532(C) (Exemptions), may be prepared by the using department in accordance with the provisions of this division.

    (c)

    Maximum practicable competition. All specifications shall be drafted so as to promote overall economy for the purpose intended and encourage maximum free and open competition in satisfying the county's needs and shall not be unduly restrictive.

    (d)

    The county reserves the right to specify brand names if it is in its best interest based on past experience, standardization, current inventory, or other qualifications specified by the requesting department and approved by the purchasing services manager.
