§ 2-2. Employment at-will policy.

It is hereby declared to be the policy of the county, notwithstanding any policies, memoranda, or handbooks promulgated by the county, or any employment practices of the county, that:
(1)

All employees of the county are employed at-will and may resign or be discharged from employment at any time.

(2)

Only the county council shall have the right to enter into any contracts for other than at-will employment on the county's behalf. Any contract for other than at-will employment must:

a.

Be in writing;

b.

Be executed by the chairman of the county council on behalf of the county council;

c.

Specify the duration of the employment; and

d.

Specifically state that the contract is being created pursuant to the county's authority under this article.
