§ 12-22. Financial management and accounting.

  • (a)

    The county shall be responsible for collection of delinquent E911 service fee accounts, for subscriber lines having access to the county E911 emergency telephone system, as provided under provisions of S.C. Code 1976, § 23-47-50(C).

    (b)

    As provided by S.C. Code 1976, § 23-47-50(C), each service supplier shall provide to the county a list of accounts which are uncollected more than 30 days. Said list shall include the names and addresses of telephone subscribers who, either specifically or by nonpayment of the E911 service fee, have identified themselves as refusing to pay the E911 service fee. The list of uncollected accounts shall be forwarded to the county by the service supplier, attached to the monthly invoice for payment for the service supplier's charge for E911 system maintenance and services.

    (c)

    Within 30 days following the adoption of the ordinance from which this article is derived, the county treasurer, in concert with the county finance director and the service supplier, shall:

    (1)

    Develop written guidelines governing procedures for the transfer of revenue from the service supplier to the county treasurer;

    (2)

    Provide procedures for the collection of delinquent revenues, as defined by the service supplier, under provisions of S.C. Code 1976, § 23-47-50(C);

    (3)

    Establish unique and separate revenue and expense accounts through which to receive, account, and disburse funds for E911; and

    (4)

    Forward such guidelines and/or procedures to the county council for approval.

    (d)

    Upon approval by county council of the recommended guidelines and/or procedures provided under subsection (c)(3) of this section, said guidelines and procedures shall be incorporated as an attachment to the ordinance from which this article is derived, and shall carry the force, thereof.

    (e)

    Procedures, accounts and revenue management procedures established under subsection (c)(3) of this section, shall comply with S.C. Code 1976, § 23-47-50(B) through (F).
