§ 10-19. Established.

  • It is the intent and purpose of this article to establish an organization, to be known as the county emergency management department, which will ensure the complete and efficient utilization of all the county resources necessary to respond to any emergency arising from an enemy/terrorist attack, natural hazard, or technological hazard. The department will be the coordinating agency for all activity in connection with emergency management. It will be the instrument through which the county council shall exercise its authority under the laws of this state during an emergency involving this county or any part of the state. This article will not relieve any county department of the normal responsibilities or authority given to it by general law or local ordinance, nor will it affect the work of the American Red Cross or other volunteer agencies organized for relief in a natural disaster.
